general question about wireless router and ping

If I connect to a wireless router which is supposedly connected to the internet thru cox and
I can ping the router's ip number
But I can not ping the greater internet of IP numbers, then does this mean the internet service provider is down?

such as I connect to a linksys router with ip of 192.168.1.1 and
pinging 192.168.1.1 works and I can even enter the router setup but
pinging 66.94.234.13 does not. (yhoo.com but no DNS is invovled)
