Here is a mirror to download.

Looks like the two "official" UK mirrors of FC3T1 at ftp.mirror.ac.uk ("Permission denied") and zeniiia.linux.org.uk (not even a "test" subdir !) both don't have it at the moment. Exactly the same thing happened with previous FC test and final releases - a shame the UK only has 2 official mirrors and neither have the ISOs available on the day of release, despite mirrors being given several days to sync up.

I used the ftp.qucknet.nl (lives up to name !) mirror in the Netherlands for FC2, but that hasn't got it either, so I'm grabbing it from another Netherlands mirror at the moment (alviss.et.tudelft.nl). The reason I pick the Netherlands for non-UK transfers is that they have the best network connectivity on continental Europe and, let's face it, the US mirrors will all be clogged up :)

Oh, don't forget to get the MD5SUM file and "md5sum" your .iso image to confirm it transferred OK before you scoot off to your CD/DVD burner...

BitTorrent is OK for slower connections, but I find it can be quite variable in its transfer speeds. Work has a T1 connection (34Mbit/s), so I've already got 550MB in 10 minutes from the Netherlands from that, so I should be done with the DVD ISO transfer in about an hour, which isn't bad from a non-UK site.

I've asked my bosses for a DVD burner for my work PC - they're now 50 quid + VAT, so I'm hopeful I'll get one in the next week or two, not quick enough to stop my 21-hour broadband download marathon I'll have tonight to the wireless PC in my kitchen, but at least it'll be ready for when FC3T2 comes out :)
