xp comes with a shutdown program that you can copy to other machines (2000 pro at least)
it takes only a few arguments and the time is in seconds
sorry I can't give you more info (I'm not running XP)
it's most likely located at c:\windows\system32\shutdown.exe

I am not sure about remote shutdown, but I haven't had any success shutting down XP through a batch file, although this was easy to do in 98 and 2000.

In 98 (the last windows I ever saw)
the command was
c:\windows\system\rundll32.exe user,exitwindows
(user,exitwindows as parameter. No Space)
I once pulled a prank on my teacher by making the shortcut to Visual Basic Link to this. Every time she opened VB, the machine just shut down. And all this after hours trying to make a sample database for us to use VB on. Everyone assumed it was a virus, and reinstalled Winblows
Hoo boy was that funny (probably not for her though). I was getting back at her for something, I forget now.

You can shutdown a XP machine using your fedora box using the "net" command.. Example net rpc shutdown -S computerName -U WindowsUser ,im sure it will work coz im doing this at my computers here..Ofcourse you need to consider some things before you can do this, like firewall, domain etc..Hope this helps...
