Centrino CPU (using cpufreq) fan runs more under Fedora than other distros

I've noticed that under Fedora that my laptop's cpu fan runs more often than it does under other distros such as OpenSUSE and ArchLinux.

In every circumstance I'm using the cpufreq "conservative" governor. All cpufreq settings appear identical, so what could be causing this?
