preupgrade from 10 to 11 worked, but updates don't work.

I have a small atom-based workstation. I used preupgrade to move from F10 to F11.

The process seemed to go smoothly. I boot up and everything is working as I expect, except for yum update.

You could try using --skip-broken to work around the problem
You could try running: package-cleanup --problems
package-cleanup --dupes
rpm -Va --nofiles --nodigest

None of the suggestions at the bottom change anything.

you have a newer version of ntp, which is not yet present in f11 (you installed it from fedora-testing?).

Try this, it's a bit rude but it will do the magic
Code:
rpm --nodeps -e ntp-4.2.4p7-1
wget http://mirror.sov.uk.goscomb.net/fedora/linux/releases/11/Everything/i386/os/Packages/ntp-4.2.4p6-4.fc11.i586.rpm
rpm --nodeps -i ./ntp-4.2.4p6-4.fc11.i586.rpm
PS: You will have to do something similar also for the other packages
