If you are seeing an "Activate or Deactivate" button then you are tryin to control your wireless card the wrong way.
That interface is "system-config-network" and is located off the Administration menu system in either Gnome or KDE.
In Fedora NetworkManager is the default method of controlling wireless and it lives in the notification area of the panel in both Gnome and KDE, just to the left of the clock. It will actively prevent any other method of controlling the card getting a look in.
If you left click on NM it should present you with a list of wireless networks that are available. Left click on one of those.......
If you don't see wireless networks then you may need to install firmware/software for your card. Post back and we'll think again.
