Network Service Start Problem

Hello,
I purchased ionCube software recently that generates license by use MAC & IP of the ethernet card but I am using FC16 on laptop. I am facing problem to start network service without network cable that shows MAC address but not IP as network service is not started without cable. But if cable is connected it is automatically activated and IP is shown. I have assigned static IP and ONBOOT=yes is also present.

I have been resolving this problem for a month but those people are insisting Ip address. Please tell me is it possible to start service without physical cable.
