named.conf trouble

Hello every one im new to this community and i am having a big problem with my named .conf file i am a student and i work with a computer cluster i am trying to access my named.conf file from my ftpserver and i am only able to do this as root i want to make this file available for users not just for root can some one help me out im in the dark on this i dont work with linux very often.
