SVN limit?

I am not a user of SVN but have enough users that does and they ran in to an issue

SVN 1.5.4 (r33841)
mod_auth_pam.i386 1.1.1-6.fc10
Apache httpd.i386 2.2.10

AuthPAM_Enabled On
AuthType Basic
AuthName "BLAH"
Require valid-user
SSLRequireSSL

the issue is when they do a commit it asks for password then runs from 50 some secs to 3 min 50 some secs then fails saying not authenticated - permission denied, now this is during a commit after the initial authentication.

the number of files being committed when it fails ranges from 489 to 439 each time.

If we turn off the "Reuire valid-user" it works fine with a 2000 file commit. But as soon as we turn it back on again it repeats the same issue.
