anyone else having trouble keeping gnome panel icons locked in place?

I'm running F11 preview on a Latitude E4300. When at work, I run a 20" 1600x1200 monitor via an e-dock and at home I just use the 1280x800 lcd of the monitor.

For the life of me I can't keep my top panel icons in place. I've run F10 and Ubuntu 9.04 on this machine and didn't have this problem, so I'm hoping it's just a bug of some sort and not something I'm doing.

What I've done is setup all my icons how I like them, both on the large LCD and the internal laptop LCD. The next time I use my computer in the other state, the icons on the right side of the panel get all jumbled up, even if they are locked in place.

Is anyone else having this issue? I've also tried setting my displays to 'mirror' each other when docked hoping it would solve the issue, but it doesn't seem to matter if the laptop screen is disabled or mirrored.
