You need to open port 80 (WWW) in your computer firewall and also do port forwarding (NAT) for your computer's ip address on port 80 in your router. You don't need a static ip if your router can handle dynamic dns (dyndns.org for example) - you just need to register a free account and pick whatever domain name you want.
