FC4 trouble connecting at boot

This a fesh installation 2 days ago
I configured "eth0" in Network Device Control app to a static IP, using my FC3 machine as a reference.

When I boot the "Red Hat Alert Icon" isn't connecting, nor is the web browser.
I can go into "Network Configurations" and restart the network and it seems I have to restart Network Manager. There is Network ManagerDispatcher which FC3 doesn't even list. I'm not sure I have to restart it...but I've been able to regain connection.

I have had one occasion where /etc/hosts was blank. It did not have the line:
192.168.0.1 localhost.localdomain localhost
I edited it and added the line but I see that:

The tab in my "Network Configurations" currently does not show this line. I believe this is where that line should be assigned to /etc/hosts.

I suspect that if I set the default in Network Devices eth0 to "automaticly assign IP address with DHCP that this problem I am reporting would go away. But it seemed to me that the speed of connections is improved with the static IP

eth0 is a VIA VT610

Whould it make a differennce to have Network Manager and or Network ManagerDispatcher set to activate at bootup by checking the designated box in the Service Configurations menu?
