How change/set IP address and change time on multibooting menu?

Hello
I just installed Fedora Core 6 on my laptop. Now I am going to install it on my desktop. I have 3 questions though:

1) How do you enter/change the IP address in Fedora Core 6 Linux after its been
installed ?

2) I am mulitbooting Windows 2003 and Fedora Core 6 Linux. When the computer comes
on the Grub menu only allows 3 seconds to choice another operating system or else it
boots the Fedora Core 6 by default. How can I change it so that Grub gives you 30
seconds to chose the Windows operating system to boot.

3) Where are books and documentation on administering Fedora Core 6 Linux?
