vsftpd settings overrun by client

I have this in my vsftpd.conf

Code:
force_dot_files=NO
Some clients show me to directories WITHOUT hidden files but some seem to override this setting and display hidden files and directories.

My questions are two,
1, Why?
2, How do I solve it?
