Troubleshooting service hang

(This might be considered a networking question. I didn't get replies in the networking forum.)

I run Fedora 7. I'm a Linux novice. When I lose my DSL connection, I issue from a terminal the command "service network restart" to restore my connection. This hangs, and I'm forced to reboot in order to restore my DSL connection.

I'd like to find out why "service network restart" is hanging. Is there a standard Linux troubleshooting procedure for this situation? Recompiling the kernel with debugging options is beyond my skill level.
