Document managment software

I need a little help finding a document management solution and I was hoping that someone here on the forums might be able to help me out...

I am looking for a solution that will allow me scan documents (i.e. things I need to keep on file, but don't want to store a hard copy) into a compressed TIFF format and then allow me to place the document into a database of some sort. I would really like something that uses some sort of encryption to keep the documents secure, but I also want to be able to set it up so I can access it from other machines.

Basically I'm looking for a web based frontend to SANE that stores files in an encrypted database. I'm also open to the idea of just using something like Kooka or XSane to scan the documents and then manually putting them in a document management system.

Anyone know of such a system?
