keyboard layout & ctrl combinations

Hello
thanks for this forum which has good members.

i have questions
you know when press ctrl-c ,selected text is copied , ctrl-v paste , so on
but when i change keyboard layout to arabic lang these keystrok don't work, ie.don;t copy ,don;t paste ,so on.
