Kind of a vague statement / question wouldn't you say? Are you talking about the icon for Compiz-Fusion? If I were you I would figure out what the command is behind that icon, open a terminal and run the command from there, first as regular user and then if it doesn't work, run it as root. You might see some error output that way which would allow you to move forward with diagnosis.

Open a terminal and type fusion-icon &. If you get a command not found error then type updatedb. When that finishes type locate fusion-icon.
Code:
[glenn@toshiba ~]$ locate fusion-icon
/home/glenn/.config/autostart/fusion-icon.desktop
/home/glenn/.config/compiz/fusion-icon
/usr/bin/fusion-icon
/usr/share/applications/fedora-fusion-icon.desktop
/usr/share/doc/fusion-icon-0.5
/usr/share/doc/fusion-icon-0.5/COPYING
/usr/share/icons/hicolor/22x22/apps/fusion-icon.png
/usr/share/icons/hicolor/24x24/apps/fusion-icon.png
/usr/share/icons/hicolor/48x48/apps/fusion-icon.png
/usr/share/icons/hicolor/scalable/apps/fusion-icon.svg
In the above sample from my computer the path is /usr/bin. I would then try /usr/bin/fusion-icon.

Have you actually installed Compiz-Fusion and the correct video drivers for your card?

Check out this thread and this thread also. Post #4 in the second thread is especially enlightening.
