Question ISO Image burning

Hi, I'm trying to help a friend who can't seem to get his computer to run right by seeing if puppy Linux will help at all, but I've encountered one problem: I can't burn the ISO, I am very new to fedora, in fact I'm borrowing this computer with it until the one I'm building is fixed, I managed to to it on my old computer using Ubuntu but unfortunately whenever I tell it to "Burn as image" I get the blue bar that means setting up or installing or something of the sort which I believe is a good sign but it says that it's completed. I know this dose not actually work because I tried to boot it on my computer because it seemed suspicious but it didn't work

does anyone know how to fix this problem and get the image burned, if so please tell me.

I just right click the iso file in Nautilus and select "write to disc"

I've tried that it says "No Files were selected" even though I specifically clicked on the puppy ISO
