Connection speed and download speed

Hi,

ISPs provide us with internet connections that have varying speeds such as Verizon in the US.

The connection is sometimes like 1Mbps 10 Mbps, 20Mbps and so on. But the actual download speed when downloading a file, movie etc is very less say 400 Kbps, 800 Kbps. Why so? Is there any official document or standard that can tell us as to what download speed is associated with a particular connection speed? Thanks a lot. Do share you connection speed and download speed. Cheers...
