large numbers of "does not match intended download" failures in yum

I installed netbeans into rawhide today and yum had a lot of trouble installing an update to:
java-1.6.0-openjdk-devel-1.6.0.0-19.b14.fc11.x86_64.rpm

and had to redownload this rpm from different servers over and over. What's theoretically going on when this failure happens? Does this mean that nearly all the servers were out of sync and by bad luck was I had to go thru 7 or 8 bad servers to finally hit a good one?
