problem to setup vsftpd server in fedora 11?

HI,
I installed and started the vsftpd daemon for my local ftp server:
Starting vsftpd for vsftpd: [ OK ]
i add the ports 20 and 21 to shorewall rules to accept the tcp connections from the net to firewall, but stil can connect to my ftp server as user not root.
this is the vsftpd.conf:

vsftpd.conf

any one can help please?
