there are a few ways but most of them are complex for adding a background to an animated gif
a simply way would be to duplicate the background for each frame(layer) of the animated gif and then merge the animated frame on top of a background making sure they are aligned properly in the new window
after that is complete use the filter -> animation -> optimize (difference) to reduce the final file size
then when you go to save be sure to have the .gif extension and you will be prompted for merging the layers or creating an animation, and possibly switching the image color to indexed, in the next window be sure to set your frame disposal to cumulative layers (combine)
