Any particular reason you want F10, which is End of Life (no longer supported)? Try as I might, I can't find any links on the fedoraproject site to access releases earlier than the current release, which is F16. There are several CD format options available for download for F16 (Gnome, KDE, LXDE, XFCE and a few other speciality "spins". These are all "Live" CD's, meaning you can boot them and test them out without installing them to your hdd. You do get a GUI interface with the Live CD spins, but you, of course, are not obligated to use the GUI. You can then install it from the Live CD to hdd if you like.

link to the Live CD's, which has links to other spins and formats. I think the only way to a "bare bones" Fedora is to install from the full DVD, which lets you choose what, or what not, to install. There a several forum members who install that way, and add only what they want after doing the bare minimum install from the DVD.
Fedora used to provide CD sets, which let you do a minimal install from just the first CD of the set, but I believe they no longer offer that option. If you
really are wanting a F10 CD .iso file to download, then you'll have to get your google-foo working good. I couldn't find one except in the F10 repo archives.

I hope you realize, EOL (End Of Life) means no support, no updates, nothing.
