vsftpd ftp server

Good day all.. I am looking for a good readme for this program.. i just installed it off the dvd..

Also if anyone else is using this program.. can i configure it to allow a user to connect to the /var/www/html folder to upload modifications to the web content in that folder .. in PASV and non PASV mode ?
